In Kingdom Come: Deliverance 2, worn-out shoes are a real problem. Without a replacement pair or a repair, you'll be walking barefoot. Fortunately, acquiring and repairing footwear is manageable.
Acquiring Shoes in Kingdom Come: Deliverance 2

While you begin with a pair of shoes, replacement options abound. Loot chests, fallen poachers, and other enemies often yield new footwear. Alternatively, purchase shoes from vendors. Tailors sometimes offer shoes (like the one in Troskowitz), but cobblers provide superior quality. You can find a cobbler early on in Trosky; their map icon resembles three red circles.

Cobblers, like Cobbler Matthew in Trosky, sell various items including horse gear, materials, blacksmith's kits, and cobbler's kits.

Shoe repair options are equally diverse. Cobblers and blacksmiths offer repair services; the cost depends on your Craftsmanship skill level (perks provide discounts).
Alternatively, self-repair is possible, contingent on your Craftsmanship skill. Insufficient skill prevents repairs. A Cobbler's Kit is necessary for self-repair. These kits are purchased from various vendors (including cobblers and blacksmiths) or found in chests and enemy loot. To use a kit, access your inventory, select the kit, and use the interact button ("E" on PC). A repair menu appears; faded items indicate insufficient skill. Select items and use the interact button again to repair.
This covers shoe acquisition and repair in Kingdom Come: Deliverance 2. The Blacksmith's Kit functions similarly for other gear. While vendor repairs are convenient, maintaining well-equipped gear is crucial for gameplay.
