That's it! Emperor Napoleon, a leader specializing in commerce and military strength, is now available. His unique ability, "Empereur des Francais," grants a unique sanction (Continental System), reducing the trade route limit of targeted leaders, imposing significant relationship penalties, and increasing the cost of rejection.
